SUMMARY
Responsible for the overall direction, coordination, implementation, execution, control and completion of one or more concurrent pipeline construction/maintenance projects; ensuring work is completed safely, on–time, within budget, and in accordance with planned deliverables and quality criteria. Has primary responsibility for customer satisfaction and loyalty.
PRIMARY RESPONSIBILITIES:
1. Responsible for ensuring safe work environment, practices, and outcomes.
2. Oversees the proposal preparation, estimating, planning, and proposal submission processes to position the company for successful contract award and execution.
3. Establishes project goals and deliverables that support the company’s business goals (in collaboration with senior management).
4. Creates work plans including development of project objectives, schedule, resource requirements, and budget.
5. Identifies & assigns project teams and effectively communicates project expectations to team and other stakeholders in a clear and timely fashion.
6. Oversees project mobilization and execution of work plans; revising them when necessary to reflect changing needs and requirements.
7. Provides day-to-day oversight of field supervisors.
8. Coaches, mentors, motivates, and supervises project team members and holds them accountable for their work performance.
9. Serves as primary liaison to customers, clarifying deliverables, managing expectations, and addressing on-going issues as they arise.
10. Responsible for project controls functions, continually monitoring: job progress (e.g. actual % complete vs. schedule); budget; financial forecasts; staffing levels; and change orders.
11. Provides regular feedback to project team. Solicits regular feedback from project team.
12. Prepares and delivers progress reports to senior leadership as well as to customers.
13. Proactively manages changes in project scope and identifies potential problems. Devises and implements contingency plans as needed.
14. Understands common risk factors and works to minimize risk exposure on projects.
15. Escalates emergent issues/problems to senior leadership in a timely manner.
16. Responsible for the compilation and management of required project documentation.
17. Ensures work is performed in accordance with established company standards, guidelines, practice, and policy; as well as with state and federal regulatory requirements.
18. Conducts project post mortems and prepares a recommendations report in order to identify lessons learned (successful as well as unsuccessful project elements).
19. Compiles best practices for project execution and management

CERTIFICATIONS/SKILLS:
· Well-developed interpersonal (verbal and written) communication skills
· Knowledge of project management techniques and tools (incl. planning, scheduling, controls)
· Strong conflict resolution and collaborative problem-solving skills
· Solid understanding of construction project financials as well as general business acumen
· Strong working knowledge of contracts
· Solid knowledge of, and experience with lump sum as well as cost plus estimating and bid procedures
· Ability to manage several projects simultaneously
· Demonstrated ability to build and lead successful teams
MINIMUM EDUCATION:
High School Diploma or equivalent. Prefer Bachelors in Construction Management or Engineering.
MINIMUM EXPERIENCE:
5 years directly related experience in Pipeline construction including 3 years in a supervisory capacity.
PHYSICAL REQUIREMENTS:
Exerts up to 50 pounds of force occasionally and/or up to 20 pounds frequently and/or up to 10 pounds constantly to move objects.
